The ICT industry has been lobbying strenuously for a trans-sector approach. It is a monumental task to bridge the various government silos and get them to work together within the trans-sector approach. Within this policy concept it would make complete sense to also align R&D efforts with these NBN and trans-sector initiatives. Any R&D initiatives linked to these large-scale nation-building plans will benefit greatly from the activities that are going to take place; and, as well as this, the effect of R&D investments could also be increased in relation to new economic activities such as the creation of new jobs linked to digital economy and export opportunities that will flow from the innovations.

The Federal Communications Commission approved a Notice of Inquiry by a 3-2 vote to begin public consideration of possible legal frameworks for commission action on broadband Internet services. The following is a statement by Tom Tauke, Verizon executive vice president for public affairs, policy and communications: “Reclassifying high-speed broadband Internet service as a telecom service is a terrible idea. The negative consequences for online users and the Internet ecosystem would be severe and have ramifications for decades. It is difficult to understand why the FCC continues to consider this option. Rather than attempting to make the new world of broadband fit into the regulatory scheme of the old telephone world, the FCC should acknowledge that this is an issue Congress should address. Nearly 300 members of Congress have signed letters to the FCC, warning against reclassification and expressing support for congressional action. We will continue to work with the Congress, the FCC and other interested parties to resolve these issues in a manner that encourages investment, innovation, jobs and the best possible online experience for users.”

The test-bed, which is the first phase of Ireland’s Exemplar Network, will position Ireland as a world-leader in fast, clean communications technologies. Using a unique technology, invented and developed in Ireland, the test-bed will allow international companies to trial and test their products here. It will result in high-speed, low-energy, secure communications, that far exceed existing technologies. Ireland is the first country in the world to launch such a project, in association with InTune Networks.
