hi,
this kind of information will be a trade secret anyway, so you will and should not get a strainght response her (competition is tough and these information are kept tightly hided, you are talking about 1 to many years planning.
for an outlook, you can check bordering countries and similar population/GDP/current network status: pakistan, sri lanka, some parts of india…

then while matching this to the path taken in Mobile telecom developed countries: you can be certain their network will evolve.

3G will come in the country, and as soon as one gets there, the other operators will follow.
your best shot to know for sure would be to follow:
1_ other Waridtel markets
2_telecom news, looking for one of the vendors contract: usually when an operator awards the whole 3G contract, it is multimillion dollars and it makes the new, even the local country news.
3_ check if the competition in the country has got one of these contracts, then you know they will follow

so all you have to do it to make some news alerts with a few keeywords on the net

oh and watch the news stats of the GPRS internet usage in your country, the more people use it, the more likely warid will go for 3G
